A. General rule

Ratified industries which can accept and employ Chinese workers.

In the plan of the citizen mobilization, the following industries are most important.
a.Mining(coal,metal)
b.Constrction for national defence
c.Key industries(steel,light metal,chemistry)
d.Assembling and unassembling for loughs and land carriage
e.Others in urgent need
The ratifying of the industries above bases on the suitability for the management of the job and the instruction of correlative administration.
B.Disposal of the apply of transferring employment
a.When the administrations and welfare ministry receive the enterprisers' preconcerted report on the needed number of the transferring employees, the enterprisers should present a reserved copy and three counterparts of requisition of Chinese worker's mediating. The governing administration should present the justification.
b.Before the allocation, the enterprisers in B ask the transferring Chinese workers to apply to the welfare ministry basing on the previous order.
c.As deciding how to allocate, the welfare ministry should fill in the requisition of Chinese workers' mediating and send it to the East Asia ministry(大东亚省). The enterprising department send the table of allocation to the civil ministry(内务省)。
d. East Asia ministry decides the date of labor's transferring when they receive the above reports, and it must inform the results to the welfare ministry at the same time.
e.When the welfare ministry receive the above reports, they should inform administration and the enterprisers of the results. For the sake of risk-free, when the welfare ministry makes out the measures after the arrival of the labors, they should choose the man in charge.
C.Sending
a. The local official of the citizen labor mobilization verifies the man in charge in the "testimonial of the identity" issued by the governing police office.
b. The sending labors should move in line.
c. Before the shipping, the polices and administration of the starting place and debarkation place should contact and cooperate effectively to make the sending favorably
D. The measures after arrival
a.When the Chinese labors arrive, the enterprisers should apply the working permission procedure to the local authority, at the same time, send the labor's roster(labor's origin, name and age) and the instance of the sending to the citizen labor mobilization office.
b.Citizen labor mobilization office reports the number of people in the start-point, the destination, the date of arrival and the instances during the sending to the administration. The   administration reports it to the welfare ministry.
c.If some unusual incident such as disaster, tussling or something else take place, it should pay attention to defending spy and guarding, simultaneously, report it to the citizen labor mobilization office. The administration clear up the reports from the citizen labor mobilization office and police offices and then send it to the welfare ministry, civil ministry，East Asia ministry。
d.The enterprisers report the Chinese labor's condition at the end of every month,  and the citizen labor mobilization office report it to the administration at the end of the next month. Administration classifies the reports from enterprises and send them to the welfare ministry, civil ministry，East Asia ministry。
e. The enterprisers should set up the installations of training, technical education and entertainment. Beside this, the health examination and the guided of protect are necessary either.
E. The  measures of removing.
In principle, the transferring Chinese labor's removing(extending time of staying out, changing the company or employer)is not allowed. If it is imperative, there should be  permission from the welfare ministry.
F. The measures of repatriating when the contract expires.
When the contract expires(including the industries' reducing and bankrupt), adapt the measures below:
a.The enterprisers report the repatriating people's roster(labor's origin, name, time of staying inland, the operation office ),debarkation place and the repatriating date to the citizen labor mobilization office and police office. Meanwhile, administration report it to the welfare ministry, civil ministry，East Asia ministry。
b.Choose the man in charge to organize the groups, and the time of shipping in C serves as the standard, then send them back to China. Meanwhile, the enterprisers should report the general instances of the shipping and send it back to the welfare ministry, civil ministry，East Asia ministry.
c.The leader of shipping is the qualified man in charge of C.a.
