On December 1st 1938, imperial order number 268

First : the law aims at using labor effectively , protecting the labor resource, protecting the worker and adjusting the demand and supply of the labor.
Second : the price , situation and the use of the labor which provided by the civil administration should be stipulated by the civil administration.
Third : the work such as the change, abolishment, supplement and exaction on the contract would not be effective if they are not approved by the civil administration.
Fourth : if the civil department thinks the contract necessary, it should be done so, even the enterprise does not agree.
Fifth : if the civil administration minister thinks it is necessary, the contract should be changed or abolished.
Sixth : the enterprise which need not join the contract on the second item should join the contract if the minister thinks it is necessary.
Eighth : the minister may give order to the enterprise on the labor or the training.
Eleventh : the labor recruiter should mediate with the Manchu labor association and the government if there is something emergency .
Fourteenth : someone who wants to live by providing the laborer should be approved by the governor or the police officer.
Fifteenth : the local association and the Manchu labor association manage the labor market exclusively.
Sixteenth : without the approval of the police,  the foreign labor should not emigrate. The  following are free of the passport.

Eighteenth: the labor and his employer that are defined by the civil department should register and get the bill of the labor.
Nineteenth : the enterprise who use the labor should apply the project on the labor use at regular intervals or temporarily according to the definition of the civil administration
