February 2nd 1942, the civil administration order number 2
According to the first item of the eighth clause of the  “ labor management law”, the “ rule on the emergency work” as follows.
  First; according to the “labor management law”, the rule should be suited to the situation that labor works as the civil administration request.
Second; something emergency happens, enterprise should apply for the laborers to the civil administration with the following items.
1 occupation, address and name of the enterprise
2 location where laborers work
3 category of the labor
4 quantity of the labor needed
5 period of the labor
6 situation of the labor
7 the date when the enterprise expect to get the labor
Third: if minister of the civil administration receives the application and thinks it is acceptable, he should request the government of the province or the special mayor of Xinjing provide the laborers .Enterprise  should receive the following:
1 the name of the  province providing laborers
2 category , quantity of the labor
3 the date he get the labor
Fourth: the government of the province or the special mayor should request the government of the city, county or banner provide the laborer
Sixth: following ones are free of  duty of emergency labor
1 the one who take military service for the allied
2 serviceman and his family
3 civil servant
4 the one who is employed by the foreign diplomacy
5 student
6 the one working for the project of the emergency labor
7 the one suitable for other jobs
8 the one who is younger than 18 or older than 50
Seventh  : the laborers should obey the rules that civil servant ordered them to do the emergency labor.
Eighth :  the laborer should not flee, pretend to be sick or do anything to escape the emergency labor or help the other to do so.
Ninth:  because of the sickness, calamity or anything free of the labor, he might not work, but he should apply to the government and receive the approval of the government.
Sixteenth : at the end of the contract, enterprise should give back the laborers to the governor.
Supplementary articles:
The rule would not be effective since the March 1st Kangde ninth year.
