First part policy
In view of the fact that
domestic and foreign circumstances changed, based on the aim that
the national all work hard, in accordance with the military
service, establish the project that the national hardworking
serving the public whose aim is to let the youth be engaged in the
national defense and construction.

part : main point

volunteer
Volunteer is the male who
does not take military service. The male who is not fit or has
particularity is exempted from the duty,
The student is under another arrangement.
2 content
Men who are between 21 and
23 should serve the public at least 12 months during the war or
emergency. Those who are beyond the age should serve the public
for 1 to 2 years.
3 object
Volunteer works for
national defense, territory, country and important industries and
so on.

team
The team should be
established as the army, according to the territory of city ,
county and banner.
5 operation
The team should be lead by
one authority, so the special organization set up by the
government should get the help of
the coordinate association.
6 remuneration
The team member could
enjoy the dormitory, diet, daily necessities, medical service,
moreover he could receive some allowance.
During the service, if the
team member gets sickness, wound, death, he may receive the
pension. And the family of each team member can get assistance.
7 training rule
Team member would be
trained with the youth league. The train aims at improving the
spirit, skill, stamina and forming the spirit of the collectivism.
8 remuneration for ones
who are off the duty
man who has done his duty
could be arranged by the state according to his achievement.
9 fund.
The funds needed should be
provided by the enterprise that would benefit from the team.
The funds used to form the
system should be provided by the state.
10 the system should be
accordance with the other system such as mobilization in peace, in
war, tax and labor etc..
The third part: handle
1 The system begins in
Kangde the tenth year and completes in 12 th year.
2 Legitimate the laws and
regulation.
3 The committee should be
established to research the system.
4 General affairs bureau
Hongbao section takes charge of the propaganda.

The administrative system should be adjusted to the system,
especially in the city, county and banner.
6 Coordinate association
youth committee should be expanded to enforce the basement of the
system.
