  The labor. The Manchuria did not suffer the labor for there were 1 million laborers coming from north China every year till Germany-Soviet union war broke out. Then the engineering such as soldier dormitory, airport, military road, railroad etc. were expanded. Moreover, north China was in danger and the price was high. So the labor decreases in every department such as industry, military engineering and agriculture.

  Labor administration was enhanced. The labor service department which administrated the labor was established in civil administration in 1940. In 1943 the national hardworking serving public bureau was established. 1945 the hardworking  department was set up, whose function was to enhance labor service through the country. There are two ways on the labor scarce:  the administration supplying system , the servicing public system.

   The administration supplying system is that allocating the quota of supplied labor to the government of city, county, town, which collected the laborers that was then taken by the service person to the engineering except the military engineering for the security. For example, the 1943 Xianganlingengineering killed 3000 people of the 400000 laborers. Then Guandong army lieutenant Liyuan called on me and apologized for the accident. The labor management was critical for government engineering and enterprise. Though we emphasize it on every province government meeting. There was little progress. 1934, the national promoting labor department was established to administrate the labor service. Yujingtao was the minister. Bantianminzhi was the vice- minister. There were officer house, advocating department, reorganize and outfit department, national serving public bureau. The service administration of  the government enlists more men. The manager in charge of the service was supplemented. Even the Chinese were permitted in the management. But  the problems are still there.

  National hardworking serving public system that required  the youth of 21 to 23 join the military engineering and industry construction aims at supplementing the labor and training the youth, which was set up in 1943 under the request of the Guandong army. In 1943, 60000 youth were mobilized to work four months. 1944, 200000; 1945, 300000 men were projected, which failed for the war was over. The history of the system is short. The efficiency, labor hygiene， obeying the rule etc. there are better than that of the other laborers. The students in college and high school were mobilized to serve the public for three months.
