On Nov 27th, 1942, the东条英机Cabinet passed 《The Decision on Transferring Chinese Labors into Japan Affairs》and began to “tentatively transfer” Chinese labors into Japan.

On Feb 28, 1943, the Hypo-official meeting of Japanese Cabinet passed 《the Decision of Promoting the Chinese Labors Transfer into Japan》, and replaced the words “tentatively transfer” by “formally transfer”. The Japanese corporations started to enslave Chinese labors cosmically.
