During the period as the puppet General Affairs Officer, the accuser has pushed the labors policy of squeezing the People in Northeast China. In Sep 1941, the accuser planed and controlled the Puppet Manchuria Government to constitute and carry out 《The Program of the New Labors System Establishment》, in order to force the People of Northeast China to produce military materials and build military projects. After that, the accuser also designed and controlled the Puppet government to constitute and carry out the 《The Country Hardworking and Abiding Law》, to amend 《The Labors Control Law》and other villainous laws, in order to impress the men of 15 to 50 years old in Northeast to work as labors or to be enrolled in the “Country Hardworking and Abiding Team” to engage in slavish works. Even the students could not avoid. According to the reports of 《Manchuria News》on June 8^th, Kant 9^th (1942), the accuser had been to Harbin to survey the situation of the implement of “Hardworking and Abiding System”. Especially after the implement of the 《Security Remedy Law》of the Manchuria government designed and controlled  by the accuser in Sep 1943, the Manchurian puppet police captured and forced more people of Northeast China to engage in heavy works. Because of the heavy works and the cruel abuse, lots of the people captured died. Led by the accuser, the 《National Service Law》 had been pushed since 1941. By this law, the young men in Northeast China were impressed to serve as puppet army and were driven to attend the aggression war against their motherland. This crime was also approved by the 《Government Communique》No. 2237 in Kant 8^th (1941) and No. 2548 in Kant 9^th (1942), and the article 《Problem of the Manchuria Labors》in the journal named 《Manchuria Economy》 published on Aug 5^th, the recordation in the《Labors Relation Rules Collection》 published by the puppet Civil Administration Ministry Labors Department of Manchuria in Kant 11^th (1944). And the witnesses of the Ministers of Manchuria including Yu Jingtao, Jin Shiming, Yan Chuanbo, the commander of the 1^st military controlling zone, Wang Zhiyou, the brass hat including Tong Heng, Zhao Wei, Fu Ruishan and another appellee of this case 古海忠之 could also approved the crimes the accuser perpetrated. The accuser himself fesses without concealing anything, too.
